What is the Citizens' Bond Oversight Committee?

The Walnut Creek School District Board of Trustees established a Citizens' Bond Oversight Committee to ensure transparency and accountability in the use of bond funds.  Originally formed for Measure D (approved June 7, 2016), the committee's scope was expanded on January 9, 2023, to include oversight of Measure J (approved November 8, 2022).  The Committee is responsible for ensuring that bond revenues are spent as intended by voters and for keeping the community informed about expenditures.

Who Serves on the Committee?

The seven-member committee includes:
    * Two (2) members from the community at large
    * One (1) member active in a business organization within
       the district
    * One (1) member active in a senior citizens' organization
    * One (1) parent/guardian of a WCSD student
    * One (1) parent/garudian of a WCSD student who is also
       active in a parent-teacher organization
    * One (1) member active in a bona fide taxpayer
       organization

What Does the Committee do?

The committee reviews bond expenditures and reports to the Board of Trustees and the community to ensure funds are used responsibly.

Meeting Frequency

The Committee meets at least once per year, with 2-3 meetings expected annually.  Meeting dates are determined as needed.  

How Are Members Selected?

The Board of Trustees selects committee members based on:
    * Professional or practical experience
    * Community contributions and recognition
    * Diversity of experience
    * Representation across district communities

Members serve two-year terms, with a maximum of three consecutive terms.

Public Transparency

All committee proceedings are open to the public and subject to the Brown Act.  Reports and documents are public records and will be available on the district website.  The Board of Trustees provides administrative support and resources to ensure committee reports are accessible to the community.
